Moussaoui, French citizen, islamist militant already known for a long time

In 1993, 3 French consular agents are murdered in Algeria, (3) a French magistrate, Roger Leloire, went to London in order to get more information about the Londoner contacts of an Algerian islamist group. Mr Leloire discovered among these contacts that there was a so called Zacarias.(4) Mr. Leloire remembered : « We didn’t identify him further, because at this time he was one contact among others; nothing shows us he could have play an important role. ».
Another track analysed, the recruiter agent role that Moussaoui could have played on behalf of al-Qaïda. Also mentioned as possible recruits, the two Courtailler’s brothers, both French converted to islam, involved in several terrorist cases. The lawyer of one of the brothers said :« As far as I know, my customer has never been questioned about his links with Moussaoui, neither before nor after 911. » (5)
The magistrate didn’t get the authorization to conduct a search on Moussaoui, the British gave an excuse that the French investigators didn’t have enough proof against him. Nevertheless the french investigators carried on to collect further information on their suspect.(6) Thus, they found that Zacarias Moussaoui moved to England in 1992 in order to be involved in radical Islam. He often visited these fundamentalist people until his departure for the United States. He studied at South Bank University, and got, in 1995, a Master of Arts in international business. The memory he let over there was that he was an ordinary student. His lesson’s director, talks about him as someone reasonable, hard worker and peaceful. He added : « He was a practising muslim but didn’t have an extremist profile. He was dressed up in a casual occidental way. » (7) Moussaoui probably received his brainwash from Cheikh Omar Abu Omar, called « Abu Koutada », fundamentalist originated from Palestine, who was preaching in the 90s, at Baker Street mosque in London.(8)
At this time, Moussaoui is not yet really known as a fundamentalist. However in 1999, DST (French secret agency) saw that Moussaoui travelled several times to Afghanistan and Pakistan.(9) The agency warned British authorities and asked them to increase their observation, something which seems to have been useless. Moussaoui went to Bakou, in Azerbaïdjan near Chechnya where is located an entity from the islamist Jihad of al-Qaïda. Over there, he met a CIA agent, who will not give his real name, and this informer will not do any reports to his hierarchy about Moussaoui until April 2001. It is Georges Tenet who told us this scoop during his memories writing At the Center of the Storm: My Years at the CIA page 221.(10-11)

FBI didn’t do anything to warn the attacks even if they had information of the plot. Indeed, a FBI agent, Harry Samit, who had investigated on Moussaoui, witnessed no feed back from his hierarchy when he wanted to dig deeper his investigations.(13) He said that he has asked them daily a mandate for a search on the prisoner lap top. Samit agent tried to convince them of the reliability of his serious requirement. He announced to his superiors « That’s pretty ominous and obviously suggests some sort of hijacking plan » « If he seizes an airplane from Heathrow to New York City, it will have the fuel on board to reach D.C.»
A bit later, the French secret services warned their equivalent from FBI that Moussaoui is in relation with Tchetchenyan islamists, and he could have links with Al Qaïda. However, FBI will not react.
According to the French newspaper “Le Monde”, Samit has faced many obstacles in order to lead correctly his investigation on Moussaoui, that is why he spoke about criminal neglects of his hierarchy and accused them of obstruction.(14) But why ? During his trial one of the accused lawyer asked : « Is the only possibility that FBI has got to defend our country to wait that a terrorist is recognizing as a terrorist ? »
Since the attacks, Minneapolis FBI is still angry. Some are promising to reveal everything about Washington mistakes. They are convinced that investigating on the past of Moussaoui, they would have got enough information to stop the attacks of September 11th.(15) Mac Mahon (16), Moussaoui’s lawyer, has insisted upon Samit agent: « Did you want that Washington people knew these activities ? Yes. - Did someone tried to call you back then ? No. Not before September 11th » On the 10th of September 2001, Samit wrote to a colleague : «I am so desperate not to be able to open his computer. »(17)
Minneapolis FBI office informed CIA that Zacarias Moussaoui is arrested only one day after his real arrest, on the 16th August 2001. The information is communicated to the CIA by an exterior office, which is communicated to the Counterterrorist Center (CTC) at Langley. However the archives of CTC don’t give anything about Moussaoui. CIA has got however information but they are linked to an alias of Moussaoui and the CIA doesn’t seem to understand that the alias is attributed to the same Moussaoui.
If the CIA didn’t manage to establish a connexion between Moussaoui and the Al Qaïda cell, like they were pretending, they could at least investigated on Moussaoui roommate. His name was Al-Attas and he was in USA legally and well before the arrest of Moussaoui. He has been arrested after the 11th of September. Moreover, the telephone tapping of Moussaoui (during his stay in USA) pointed out that at least one phone call has been done between him and the landlord of the Hamburg flat where Mohamed Atta and other 11/9 hijackers were living. The call date was not revealed and we don’t know anything on this topic since.
How did CIA know the pseudo of Moussaoui without knowing it was attributed to himself ?
The answer may lie by the fact that it exists several high confidential groups, upon which the FBI agent Samit couldn’t cross their line to investigate. We can suppose it, when we saw that Samit agent was unable to carry on his investigations. All the FBI, CIA desks in Paris and in London, the FAA, the secrets services, Immigration and Naturalization Service have been warned of Moussaoui arrest. However, nothing will happen before the 14th of September (like in the Delmart Vreeland case, this intelligence agent from the Navy, who has warned in a mail to the American authorities about the attacks projects, and he described them since August 2001. His mail was revealed only after the attacks.
Finally, all these points haven’t been analyzed by the investigation commission and none investigation will be lead.
No search warrant into Moussaoui personnal things
After his arrest in August 2001, the FBI called the French judge of counter-terrorism, Mr. Bruguière, who gave information enabling to identify Moussaoui as a Tchetchen rebel (18) The Fisa (Foreign Intelligence Surveillance Act) the American federal entity which is authorizing the searchs and deliver the search warrants, is not recognizing the Tchetchens as a foreign enemy force, hence they didn’t deliver any search warrants. (19-20)
Weird fact, the agent Steve Nordmann, who has arrested Moussaoui and who couldn’t conduct a search on his goods died in a motorbike accident, thus he couldn’t attend and witness during Moussaoui’s trial.(21) During this trial, Zacarias Moussaoui’s book is shown as an exhibit. It contains the phone number of the Blackwater USA company who are managing mercenary and paramilitary operations on behalf of the United States governement in Afghanistan and in Iraq. We learnt later that this private security company had got as director the former director of CIA’s Counter Terrorist Center (CTC) Cofer Black (22)

Nick Berg is this young American taken hostage in Iraq for who his death has been filmed and broadcasted on the internet at the beginning of 2004. The information concerning the Nick Berg’s kidnapping are still unclear, like the reasons of his presence in Iraq. Berg was a specialist in setting up radio-broadcast aerial. He has described in an email, that he was working on « rebuilding Iraq’s medias ».(24) This quotation is exactly the one used by the DOD (Department Of Defense) in order to define the market attributed beginning of 2004 in Iraq, to the Worldspace company and to the Rendon Group specialised in media’s manipulation.(25) So we can imagine that Berg was probably in Iraq within the contract deal signed off between Worldspace or its supplier and the DOD, however the press will say that Berg was in Iraq on his own initiative and without any defined mission.
The French newspaper “L’Humanité” questioned these inconsistencies on the 18th May 2004 with these words :“Another weird fact, the thesis about Nick Berg presence in Iraq searching work is wrong, because it is the Pentagone who is supervising via USAID (US Agency for International Development) the reconstruction contracts in Iraq. It is this structure which is managing the calls for tenders in Iraq including small contracts. Hence the impossibility for Nick Berg to try to negotiate a contract with someone in Iraq. Thus, everything suggests that the American thesis saying that Nick Berg, boss of a small company of maintenance in telecommunication, was in Iraq in order to search contracts doesn’t resist to the facts.” (26)
Nick Berg had met Zacarias Moussaoui and he would have given his computer password in order to send emails. Berg’s father noticed to an American TV channel that when his son was at Oklahoma’s university, he authorized some people to use his computer and also his email password. These people, met in a bus near Oklahoma City airport, where Moussaoui would have taken flying lessons, and has been later identified as a presumed terrorist by American intelligence services. His father, Mickael Berg declared : « Someone asked him to let him use his computer, which he did. What has been revealed then was that this man was a terrorist and he was using my son’s email, among many other ones. ».(27) According to CNN, Nicolas Berg contacts with people met near Oklahoma City airport could explain why FBI has questioned him 3 times in Iraq before releasing him. A bit afterward, he was captured and beheaded. (28)
About this topic, James Raxton, a CIA psychological department officer told a surprising statement on CNN.(29) He indicated that he had participated to the staged beheaded of Nick with two Mossad agents. Three hours after the aftermath of this declaration, James Raxton denied. Defense secretary of state Donald Rumsfeld urged him to deny too these declarations explaining the contradictories versions by the psychological problems of the CIA officer, even if his reputation among his psychological department was excellent. (30)
Conclusion
On the 3rd May 2006, after 2 months and 7 days of deliberation, Zacarias Moussaoui is recognized guilty by the federal court jury of Alexandria, in Virginia with the charge of connection plot during 11th September attacks. He is sentenced to life imprisonment, without possibility of remission, but surprisingly he escaped death penalty.
We know that France warned American authorities about attacks projects since January 2001, DGSE was aware of al-Qaeda projects.(31) Within these circumstances, how a presumed terrorist can have so much freedom, even when he is clearly identified as a recruiter agent for al-Qaeda ?
During his trial, the reasons for the absence of search of his personal things (by FISA) were not addressed.
Why Moussaoui escaped this control ?
Why did Moussaoui meet a CIA informer in Azerbaijan ?
Why did Moussaoui have Nick Berg’s computer password ?
Why did Moussaoui have the Blackwater’s phone in his agenda book ?
The trial of the only man indicted for the attacks of 11th September didn’t help to remove the fog around these questions.
The answer to all these interrogations could be that Moussaoui was under the control of an American provocation cell belonging to the P2OGs (32)
